Cultural Resources Management and Real Property Management Support
Since 2014, PRESERVE/scapes has served the Armed Forces Retirement Home (AFRH) as the Cultural Resources Manager and Real Property Management Support contractor. AFRH is an independent federal agency.
The Washington, DC, campus of AFRH has been in continuous operation as a home for our nation's retired veterans for over 170 years. This 272-acre federal property has a rich history embodied in over 140 historic buildings, structures, objects, and sites. With the entire property listed as a national historic district, AFRH-W also includes the President Lincoln's Cottage and U.S. Soldiers' Home National Monument, as well as the U.S. Soldiers' and Airmen's Home National Historic Landmark.
PRESERVE/scapes manages the agency's compliance with National Historic Preservation Act Sections 106 and 110 and acts as the sole liaison to local and federal stakeholders including the District of Columbia State Historic Preservation Office (DCSHPO), the Commission of Fine Arts (CFA), the National Capital Planning Commission (NCPC), and the National Park Service (NPS). As the project lead, Carrie Barton has coordinated the compliance and consultation process for over sixty Section 106 review submissions and federal design review projects.
On a day-to-day basis, PRESERVE/scapes works with agency staff to integrate stewardship into operations and maintenance. To support these efforts, PRESERVE/scapes manages a multi-disciplinary team providing architectural design solutions, conditions assessments, and archaeological studies. PRESERVE/scapes also works with agency leadership on refining preservation policies and procedures, negotiating stakeholder agreements, and consulting on large-scale design and planning projects. As the cultural resources manager, PRESERVE/scapes is responsible for all federal preservation reporting requirements, including the triennial Preserve America report to the Advisory Council on Historic Preservation (ACHP).
PRESERVE/scapes also manages professional services related to the agency's real property, such as leasing, appraisals, building assessments, and asset management.
